Below are the highlights of the same from the perspective of common man.<\/p>\n<h2 style=\"text-align: justify;\">Tariff Proposals:<\/h2>\n<ul>\n<li>Passenger fares increased by <strong>2 paise per km for suburban and ordinary second class<\/strong>; <strong>3 paise per km for mail\/express second class;<\/strong> <strong>5 paise per km for sleeper class<\/strong>; <strong>10 paise per km for AC Chair Car, AC 3 tier and First Class<\/strong>; <strong>15 paise per km for AC 2 tier<\/strong> and <strong>30 paise per km for AC I<\/strong>. <span style=\"background-color: #ffcc00;\">The fare was increased after a gap of 8 Years. This increase would be in the range of 5% &#8211; 15%.\u00a0<\/span><\/li>\n<li><strong>Fares to be rounded off to the next nearest five rupees<\/strong>. <span style=\"background-color: #ffcc00;\">Very sensible move!<\/span><\/li>\n<li><strong>Minimum fare and platform tickets to cost Rs. 5<\/strong>.<\/li>\n<li>Setting up of Railway Tariff Regulatory Authority to be considered<\/li>\n<li>Fuel Adjustment Component (FAC) in fares contemplated. If this happens increase in petrol\/ diesel prices would push up the the rail fares!<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">Suburban Services:<\/h2>\n<p>These suburban service are lifelines in metros and railways desperately needs to pay attention to the same. The below announcement is just a drop in ocean for ever increasing population in metros.<\/p>\n<ul>\n<li>75 additional services to run in Mumbai suburban.<\/li>\n<li>18 additional services to be run in Chennai area.<\/li>\n<li>44 new suburban services to be introduced in Kolkata area.<\/li>\n<li>50 new services to be introduced in Kolkata Metro in 2012-13.<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">Passenger\/Rail Users\u2019 Amenities:<\/h2>\n<ul>\n<li>Installation of 321 escalators at important stations of which 50 will be commissioned in 2012-13.<\/li>\n<li>2500 coaches to be equipped with bio toilets. <span style=\"background-color: #ffcc00;\">Desperately needed \ud83d\ude42<\/span><\/li>\n<li>SMS on passenger mobile phone in case of e-ticket to be accepted as proof of valid reservation. This is already implemented and a good initiative.<\/li>\n<li>Introduction of regional cuisine at affordable rates; launching of Book-a-meal scheme to provide multiple choices of meals through SMS or email.<\/li>\n<li>Setting up of AC Executive lounges at important stations. <span style=\"background-color: #ffcc00;\">I experience this once in Chennai, it was good!<\/span><\/li>\n<li>Expansion of housekeeping schemes for trains. <span style=\"background-color: #ffcc00;\">Please ASAP!<\/span><\/li>\n<li>Introduction of Rail Bandhu on-board magazines on Rajdhanis, Shatabdis and Duronto trains.<\/li>\n<li>Introduction of coin\/currency operated ticket vending machines.<\/li>\n<li>Introduction of Alternate Train Accommodation System to accommodate wait listed passengers on alternate trains.<\/li>\n<li>Introduction of model rake with world class interiors. Let&#8217;s see when we get to see this!<\/li>\n<li>Sale of PRS tickets through 151 post offices.<\/li>\n<li>Introduction of satellite based real time train information system (SIMRAN) to provide train running information to passengers through SMS, internet, etc. <span style=\"background-color: #ffcc00;\">Much needed!<\/span><\/li>\n<li>On board passenger displays indicating next halt station and expected arrival time to be introduced.<\/li>\n<li>Specially designed coaches for differentlly-abled persons to be provided in each Mail\/Express trains.<\/li>\n<li>Engaging reputed professional agencies for pantry cars and base kitchens.<\/li>\n<li>Specialized House-keeping body to be set up for cleanliness of stations and the trains.<\/li>\n<li>Dedicated Railway Design Centre to be set up in the National Institute of Design, Ahmedabad.<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">Concessions:<\/h2>\n<ul>\n<li>Value of concession granted to travelers is more than Rs.800 crore per year.<\/li>\n<li>50% concession in fare in AC-2, AC-3, Chair Car &amp; Sleeper classes to patients suffering from \u2018Aplastic Anaemia\u2019 and \u2018Sickle Cell Anaemia\u2019.<\/li>\n<li>Extending the facility of travel by Rajdhani and Shatabdi trains to Arjuna Awardees.<\/li>\n<li>Travel distance under \u2018Izzat Scheme\u2019 to increase from 100 kms to 150 kms<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">Security:<\/h2>\n<p>We really need enhanced security for passenger\u00a0and their luggage at railway stations and trains itself.<\/p>\n<ul>\n<li>Installation of Integrated Security System at all 202 identified stations to be completed in 2012-13.<\/li>\n<li>Escorting of trains by RPF\/GRP extended to 3500 trains.<\/li>\n<li>Integration of RPF helpline with the All India Passenger Helpline.<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\">Training and Recruitment:<\/h2>\n<p>With approximately 1.36 million permanent employees, Indian Railways is the world&#8217;s second largest employer.<\/p>\n<ul>\n<li>Over 80,000 persons recruited in 2011-12;<\/li>\n<li>Over one lakh persons to be recruited in 2012-13 &#8211; backlog of SC\/ST\/OBC and other categories to be wiped off.<\/li>\n<\/ul>\n<div>You can read and download\u00a0<strong>Railway Budget 2012-13 &#8211; Highlights<\/strong> below:<\/div>\n<div>\n<p>[document file=&#8221;http:\/\/www.apnaplan.com\/wp-content\/uploads\/2012\/03\/Railway-Budget-2012-13-Highlights.pdf&#8221; width=&#8221;580&#8243; height=&#8221;400&#8243;]<\/p>\n<p>You can read and download\u00a0<strong>Railway Budget 2012-13 &#8211; Speech<\/strong>\u00a0<a href=\"http:\/\/www.indianrail.gov.in\/ESpeech_2012-13.pdf\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<\/div>\n<p class=\"question\">I was looking at the news and it seems this <strong>Rail Budget of 2012-13<\/strong> would cost\u00a0<strong>Railway Minister Dinesh Trivedi <\/strong>his job!<strong> What politics!<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Railway Budget 2012-13 was presented by\u00a0Railway Minister Dinesh Trivedi today.
